Họ đã viết tên của engine rồi là Festival:

 “The official software package for Vietnamese voice support in
  the Festival speech synthesis system (text-to-speech). This voice
  is developed (and owned) by Pham Thanh Nam.”

Và Ubuntu có nó: http://packages.ubuntu.com/karmic/festival
