Interesting that you are raising the issue

In fact, I've found that most people are unaware of netiquette, or worst
don't understand that a mailing list is something public.

As we experience more traffic and more popularity it is very likely that
we'll have more people who :

* knows nothing about linux or even computers
* don't know how to ask a question 
* don't know how to search for an information
* don't know what is a mailing list
* don't know that a Linux User Group is not responsible for a borked
installed
* Will say "if you don't fix my problem, I'm going back to windows"(tm)
* Don't understand the real nature of Freedom/libre Open source Software
and still understand it as something similar to
* Make a confusion between Ubuntu/fedorar/"distro name" and Gnu/linux
* More people asking things such as windows vs linux stuff or distro vs
distro stuff
* More people with real problem but can't explain them clearly 

I suggest that a small reminder on the wiki / blog and the mailing list
subscription page and the  monthly reminder be written with the
following :

- search the internet before posting
- search the archive before posting
- provide background information on the problem (lspci dmesg etc)
- some link for information 
- basic netiquette behaviour

I suggest it is written in Vietnamese, on the wiki before. I think that
would be part of the normalization of the HanoiLUG
