Yes but vietnam is there http://www.iosn.net/countries and global south
is more or less the term for "underdevelopped countries" or developping
countries or emerging countries. 

What you gave us is the link to the IOSN south asia resource. India is
in South Asia but Vietnam is in ASEAN+3 according their definition...
