Hi,

Well the exact title is:  You can lead a horse to water, but you can't 
make it drink
But my former (French) director used to say : You cannot force a donkey 
to drink if he is not thirsty
So the title of my post  ;-)

Well, more seriously, "You can lead a horse to water, but you can't make 
it drink" is the title of an article by Chris Mostek who talks about the 
difficulties of converting small business to free software.
