Hi,

I have an offer to design a web-site for an acquaintance (Vietnamese)
who runs a small business.  He wants a pretty nice site, targeted at
foreigners, mostly static text and photos, but maybe even with some
online commerce.  He also needs help composing the text and advertising
because he wants the English to read perfectly for native speakers.

I'm not sure that I have the time to do the whole job, and frankly I'm
not sure that he has the budget to hire a westerner to do it, so I
thought one option would be to do a team approach -- I could help direct
the overall structure of the site, do a little coding and polish the
English text, but have a partner or assistant (presumably Vietnamese)
who would do most of the actual site design.  If he (or she) is up to
the job, most of the money (and most of the work) would go to the assistant.

So, if anyone on the list is interested in such a job (student is fine,
but must be experienced in web design, HTML4, CSS2, some PHP and some
javascript helpful), or knows someone who is, please let me know. 
English or French ability (to communicate with me) would be helpful --
otherwise we'll get by with tieng viet -- technical skills are what
matters.  Also where else I might post to find someone (university
bulletin boards?).  If it works out well, I might be able to find more jobs.
