Salaries are just one part of the equation, I believe. The reason India
is the biggest outsourcing destination in the world is the language
skills of their workers. It helps immensely that English is one of their
national languages.
Vietnam is in the position of having to embrace foreign languages,
because vietnamese is spoken by so few people (relatively) in the world,
and isn't particularly easy to learn (as french, italian and spanish are
for English speakers). China, on the other hand, feels relatively little
need to learn other languages. Look how many chinese people there are to
choose from if you want to have a conversation!
It is to VN's advantage that many people learn a foreign language well here.
