You're well informed :). Only that the instruction has been taken very
seriously. People in IT related areas usually switched to Unicode for
its technically superior. Others go on to use what ever they were using.
To make it worse, all the vietnamese keyboard drivers (which is the first
software to be installed on Windows machine by a vietnamese user) make
it default to install all the fonts for the obsolete encoding,
prolonging the mass ignorance. If I were the guy who distributes says
unikey I would remove all those hideous .vn fonts for the human sake.
