We could summarize it like this:
- 2001 : TCVN normalization
- 2002 : legal decision to use it in administrations and public agencies
- 2003 : application decrees in some places (universities), but still
not everywhere
And still today my collegues does receive some TCVN3, VNI or even
Vietware encoded documents...
The first step would be to remove all those old vietnamese typing
softwares like ABC from all computers in Vietnam. You have two good
choices to replace them: the free software one beeing Unikey and the
closed software one being Vietkey.
But here the main problem is not how to do it, but a social problem...
Technical people are very badly considered in Vietnam. They are "low
grade" people even dusting computers, and so they don't have the
position to make a decision like that (changing the typing software)...
So, sadly, most people will continue to use old encodings until they
have no other choice but to move to modern systems/softwares/tools...
