[HanoiLUG] vietnamese language and Unicode

Many thanks to Trung for this information.

On this list I would like to see this behaviour:
- Has quote(s) & short quote
- Post your reply directly below the quote, not above them
- Use Unicode as often as possible, since we have to actualy use it if
we want to help people to move to it (by seeing problems and managing
them, not hidding them). Vnmese & English languages are both welcome
(for now, we may split one day).
- Line doesn't need manual wrap since every good mail reader know how to
render correctly, even in text (console) mode (Use the "mutt", Luke !).
