What Trung says, is true. Most of all rules are borrowed from
resources those are alreadly available on Internet for a very long
time. The rules he says are alse true for other (English based )
forum/usenet/mailing_list.

I don't think hanoilug make another move against common rules :D

Unicode and/or VIQR are fine for me( I use web-based gmail ) but who
knows there is someone using M$'s telnet.exe, then pine/mutt/emacs
his/her emails :D.
