VIQR is a *backup*. I don't promote of using UTF-8 but I avoid using it 
as much as possible.

Common circumstance is that I communicate with someone older than me via 
email or som IM.
If you know the cultural problem in Vietnam, you know that it is *very* 
hard to persuade one to
use Unicode instead of Tieng Viet khong dau. They don't want to be told 
that I am better than them.
That is the problem of taking critisim and advise in VN.

I don't promote UTF-8. For web, I use UTF-8 if I can ( most web 
applications made by
Vietnamese have a web-based keyboard ). For email, I use UTF-8 if I can, 
VIQR for technical geeks
and Tieng Viet khong dau for the rest.
