Very interesting discussion,
I think more people should involve in this discussion that's why I'm
announcing a blunt statement below
but I take the suggestion "to help vietnamese developers to contribute
more to FOSS projects " very good

I think it is not a lack of capacity but a lack of understanding and a
cutural bias toward money and fashion. Far more poorer country such as
Bengladesh, India or very small (Catalonia) have more impact on FOSS
projects. Most Vietnamese official understand GNU/Linux and any Free
software as cheap alternative to windows, which is not, here in this
list we know that, but what about outside
GNU / Linux is not fashionable by itself and you cannot tell your friend
that you pay a lot for it.
So how can you make attractive something that apparently is not trendy ?
How can you explain someone / govt / company that there's advantage to
contribute to a project and release the sources ? That a worldwide
software friendship is better than removing the copyright in the footer
of a GPL web application and put "cong ty whatever" ?
How do you say "the more you give the more your receive ?" If vietnamese
developers starts to understand that they will easily become great
contributor.
Do we know Vietnamese (In vietnam) that contribute to FOSS ? We should
be celebrating them and show them everywhere. If we don't have money at
least we could give recognition.
My second suggestion is to hold a congress of Vietnamese Open Source
developers by early 2008. Something for developers with developers no
administrative bla bla ? No one with grey suit and a tie but real geek.
We could even try to have famous vietnamese oversee to come and
participate ?
