[ubuntu-vi] small issue with scim after upgrade

Hello!

I had this laptop that runs ubuntu-vi at the office for a while the
employee who use it did upgrade to 7.10, everything went fine. the only
problem is now telex is system wide and the SCIM switcher applet does
not show anymore. 

Anyone have this issue and how can we get back the switcher ?
